I don't think I've ever seen anyone do it, at least not at gasoline pumps. However truckers often do when refueling at a diesel island at a truck stop, as sometimes restarting diesels can be a PITA and due to the low flash point of #2 diesel fuel, there is no safety hazard like there is with gasoline.

I do it all the time. Why waste an EXTRA start on your battery down with time? ..I pay at the PUMP and have no worries about some idiot hijacking my vehicle.
