What is Mexico's fix for fuel theft?

There is no fuel shortage, but there's an infrastructure shortage in Mexico.

People are making their own taps to get free gas, so the pipes are shut down going back to trucking to get fuel moved to distribution while investigating.

So how can/should this be fixed?  More funds needed to be diverted into looking for the thieves?  Military patrol to protect the pipe?
