I have two of those 18"-square 4-wheeled welded-wire folding shopping carts. As I don't walk to any store that I would need a cart for, they just sat in storage folded flat. Then in a flash of brilliance it occurred to me that they were just the right size to hold to hold a black plastic leaf bag. You drop the bag into the basket, and then use six clothes pins to secure the top edge of the bag to the top rim of the cart. Presto, a mobile trash can that can be easily moved to where you need it (or to where you don't if it is in the way).
The only limitation is to make sure you don't put anything inside that will poke out between the wires of the basket, which would interfere with pulling the full bag up and out on trash day,

One problem with the mobile trash bin is that when the wind blows against it on an empty bag, the bag flops all over the place. The solution is to wrap another empty bag around the outside of the cart as a windscreen.
